Eurostat’s IPA 2022 Multi-beneficiary Statistical Cooperation Programme

The overall objective is to prepare the statistical authorities in the partner countries for future EU membership by aligning their present methodologies and practice with the statistical acquis and to integrate them into the European Statistical System.The action will directly contribute to the increased production of acquis-compliant statistical data in the partner countries. The specific objectives of this contract include:
– Upgrade and strengthen the statistical systems in the partner countries.
– Improve the availability, reliability, timeliness, quality and comparability of statistical data in the partner countries, essential for developing, implementing and monitoring of European policies (such as the Western Balkans Strategy, the Economic & Investment Plan for the Western Balkans, policy dialogues with Türkiye) and for the preparation of the partner countries for future EU membership.
– Support the efforts in ensuring the professional independence of the NSIs and strengthen the governance role of NSIs as coordinators of the official statistical system, increasing the trust and confidence in official statistics by users. Hospital Master Planning

The main scope and objectives for this assignment were:
Result 1: Developed a Hospital Masterplan that allowed an improvement of the efficiency and outcome of the health system. The Masterplan focused on secondary and tertiary healthcare facilities.
Result 2: Definition of precise measures for the reorganisation of the health service delivery model at national and regional levels. These measures have been refined at the institutional level, along with their regulation framework.
Result 3: Supported the integration of selected medical fields into efficiency- enhancing networks of continuous care.
Result 4: Drafted an Action Plan that has been integrated in the Hospital Masterplan, in order to clearly state the steps and budget of the implementation of the Masterplan.

ToR for Framework Contract Technical Assistance for the Grant Schemes within the Framework of the Regional Socio Economic Development Program

The Regional Social and Economic Development Program has initiated with the aim to contribute to the economic and social cohesion of all population groups in Serbia through promoting regional economic development. The functioning of the Social Sector Administration in the Western Balkans countries. A regional road map towards the social policy agenda of the European Union.

Public Administration Reform plays a key role in the Stabilization and Association Process. An effective public administration is required to develop a fully functioning state. Therefore, the European Commission in its CARDS program took the approach of supporting public administration reform, also in the social sector.
While not being able to focus on the social sector administration due to limited funds, the EC’s strategy in the PAR is to have the greatest impact with its limited funds. This means operating a policy of donor coordination and complementary intervention.
Firstly, implementing public administration reforms in the to pave the way for intervention by other donors (the World Bank is main donor in the area of social sector reform). Secondly, acting as a catalyst for potential IFI loans by assisting in the preparation of feasibility studies and technical designs necessary for investments being made in the social sector.

Program Identification for Regional Economic Development Initiative

Development of Project Management Competence Nodes: Training for Civil Servants of the Republic of Serbia, UNDP

This assignment is part of the second component of a capacity-building project “Training for Improved Management of Reform Policies and Programs”, which is a part of the project “Establishment of an Institute for Public Administration” managed by the UNDP and the Civil Service Council of the Government of Serbia, and sponsored by the Swiss Development Corporation. The objective is to support the establishment of dedicated project management competence nodes in all ministries and in selected national and local government agencies and institutions. The personnel selected to perform as competence nodes should as a result of this intervention be capable of designing and managing single or multi-institutional projects and advising and coaching staff within their entities in the management of projects. To ensure the sustainability of this intervention, as well as the adaptation of the training content and method to the Serbian context, the project includes the approach of training and coaching domestic trainers in project management disciplines.
