Technical Assistance to Monitor the Performance of EU Support to Refugees in Türkiye, Ankara/Türkiye
Overall objective is:
The overall objective is to enhance efficiency, coordination and complementarity of the EU support provided to the refugees and host communities in Türkiye and to ensure accountability and transparency on the use of resources.
Specific objective(s)
The specific objective (Outcome) of this contract is as follows:
The performance of interventions funded under EU support to refugees in Türkiye (including Facility) are effectively monitored and reported through strengthening the capacities of implementing partners, Government of Türkiye and European Commission’s staff on the results-based monitoring system, eventually contributing to improved performance in implementation.
Key expert 2: Monitoring expert
All experts working at this Contract should have full computer literacy, good reporting and communication skills, and also good level of understanding, speaking and writing skills in English, preferably C1 level according to the Common European Framework of Reference for Languages available at https://europa.eu/europass/en/common-european-framework-reference-language-skills.
Qualifications and skills
Bachelor or higher degree in a relevant field. Bachelor or higher degree in social sciences will be considered as an asset.
General professional experience
Minimum 6 years of professional experience following the attainment of bachelor degree (up to 20 years will be evaluated) in project/programme management and/or implementation.
Specific professional experience
- Minimum 2 years of work experience in any of the following sectors: education, health, migration, socio-economic development, municipal infrastructure, and/or humanitarian aid. Sector expertise in at least one of the following areas: education of refugees, provision of health services to refugees, job creation and increasing employability of refugees will be considered as an asset.
- Minimum 5 experiences as a monitoring and/or evaluation expert in the programmes/projects funded by the EU.
- Experience as a key expert in at least 2 results-oriented monitoring and/or evaluation assignments, preferably more experience will be considered as an asset.
Location:
Primary project office will be in Ankara (normal place of posting) but the project will be operational in all the Turkish provinces where refugee assistance projects are being implemented including but not limited to Adana, Adıyaman, Ankara, Antalya, Batman, Burdur, Bursa, Çankırı, Denizli, Diyarbakır, Elazığ, Gaziantep, Hatay, İstanbul, İzmir, Kahramanmaraş, Kayseri, Kilis, Kocaeli, Konya, Malatya, Mardin, Mersin, Muğla, Nevşehir, Osmaniye, Sakarya, Samsun, Siirt, Şanlıurfa and Şırnak. The list of provinces may change depending on the changes in the geographical coverage of the interventions during their implementation..
Start date & period of implementation:
The intended start date is December 2024, and the period of implementation of the contract will be 48 months from this date.
