Project Name: IPA 2020 TA - Strengthening of the human resources of the centres for social work

Overall objective is:

The overall objective of the project, of which this contract will be a part, is to ensure access to reliable, Social Services for all citizens in Bosnia and Herzegovina.

Specific Objective

Strengthening the local service delivery capacities (municipal services, centres for social work) increasing their effectiveness and efficiency through better design and planning of both economic and social strategies and action plans, are indirectly increasing opportunities for employment, or improving access to public services, with focus on the most vulnerable categories of the population in target localities.

Key Expert 1 Social Sector Expert/Team Leader

The Social Sector Expert will lead assistance and cooperate with key stakeholders on drafting documents related to the social sector policies including the social services improvement, as well as the necessary rules and regulations. S/he will focus on designing or adopting documents related to social services improvement. S/he will assist in revising or drafting policy documents and support capacity building and on-the-job training for key stakeholders. S/he will also coordinate and supervise all relevant project outputs and deliverables, in close cooperation with assigned experts and advisors, ensuring adherence to the work plan and the quality of deliverables. S/he will engage in relevant Working Groups and coordinating bodies to promote collaboration with key stakeholders and will work with staff and partners to integrate institutional requirements into activities. S/he will also actively participate in cooperation with other EU-funded projects and other donor-funded social sector activities in the country.

The Contractor will assign to the Key Expert 1 under the project additional responsibility of a Team Leader. The Team Leader will be responsible for the planning, coordination and directing the activities of the project team to meet the intended objectives based on the ToR and ensure timely delivery of the project deliverables.

The Team Leader will be the point of contact between the project team and the stakeholders and, as such, will be available to attend meetings reasonably requested by the stakeholders. The Contractor will ensure that during the occasional absence of the Team Leader, the Team Leader or Deputy Team Leader shall continue to be available by telephone or e-mail, for consultation.

The Team Leader will also be the liaison between the work of this Project and that of other related projects current in BiH, whether implemented by the EU or by other international/local institutions.

The Team Leader will be responsible for the execution, delivery and completion of all project activities described in this Terms of Reference, not specifically covered by the Contractor’s work scope of the key and non-key experts, as set out in her/his Methodology.

The Contractor will appoint one of non-key experts as Deputy Team Leader. The Deputy Team Leader must have experience in social services sector and shall perform the team management and coordination/liaison activities in the other project offices, on behalf of the Team Leader. The Deputy Team Leader will also deputize in the absence of the Team Leader.

Qualifications and skills

  • University degree in the field of Economics, Social Sciences or other relevant discipline.

In absence of the university degree, the expert must have at least 5 (five) years of professional experience in addition to the experience required under the general professional experience, and the additional experience must be in the same field as required under the general professional experience.

General professional experience

  • Minimum of 10 (ten) years of professional experience in the socio-economic domain including social protection sector.
  • Work experience in capacity building of Public Administration at central and local level.

Specific professional experience

  • Minimum of 3 (three) years of experience in the management and implementation of projects in reforming social assistance services, and/or financing of the social assistance services, and/or delivery of social assistance services;
  • Experience in at least 1 (one) project in the social protection/social assistance of vulnerable groups.
  • Experience in implementation of the projects in the area of social protection in BiH, both entities and BD would be considered as advantage.

Location: 

Primary locations of the project are Sarajevo Banja Luka and Brčko, however the activities will also be conducted in the muncipalities where the CSW are placed (to be proposed following Incpetion report). Study visits/trainings abroad may be foreseen. The experts will be expected to spend 90% of the allocated time in the country of operation. Any work that will be required outside the country of operation will require approval, on a case by case basis, by the Programme Manager.

Start date & period of implementation:

The intended start date is April/May 2024 and the period of implementation of the contract will be 36 months from this date.
