Project Name: IPA 2020 TA - Strengthening of the human resources of the centres for social work

Overall objective is:

The overall objective of the project, of which this contract will be a part, is to ensure access to reliable, Social Services for all citizens in Bosnia and Herzegovina.

Specific Objective

Strengthening the local service delivery capacities (municipal services, centres for social work) increasing their effectiveness and efficiency through better design and planning of both economic and social strategies and action plans, are indirectly increasing opportunities for employment, or improving access to public services, with focus on the most vulnerable categories of the population in target localities.

Key Expert 3: Programming Expert

Qualifications and skills

  • University degree in the field of Economics, Social Sciences or other relevant discipline. In absence of the university degree, the expert must have at least 3 (three) years of professional experience in addition to the experience required under the general professional experience, and the additional experience must be in the same field as required under the general professional experience.

General professional experience

  • Minimum 3 (three) years, of professional experience in the management and/or implementation of programming.

Specific professional experience

  • Experience in at least 2 (two) technical assistance projects at central or local government level in effectively addressing the training in programming.

All experts must have a knowledge of written and spoken English level C1

All experts must be independent and free of conflicts of interest in the responsibilities they assume.

Location:

The headquarters of the project will be in Sarajevo. Experts and support staff are expected to travel throughout BiH for meetings, workshops, seminars, and piloting activities. Courses, trainings and workshops will be organized in different places in BiH. All international experts are expected to spend at least 90% of their time in the country. All changes aimed at benefiting the project will be subject to the prior approval of the Contractor. If experts have to work in their home countries, prior written approval from the Contracting Authority will be required and will only be considered in exceptional cases.

Start date & period of implementation:

The intended start date is April/May 2024 and the period of implementation of the contract will be 36 months from this date.
