Overall objective is:

The overall objective of the project, of which this contract will be a part, is to ensure access to reliable, Social Services for all citizens in Bosnia and Herzegovina.

Specific Objective

Strengthening the local service delivery capacities (municipal services, centres for social work) increasing their effectiveness and efficiency through better design and planning of both economic and social strategies and action plans, are indirectly increasing opportunities for employment, or improving access to public services, with focus on the most vulnerable categories of the population in target localities.

Key Expert 2: Social Services Legal Expert

The Legal Expert will be responsible to support the design and adoption of regulations and policies that create the preconditions for a functional social service. S/he will lead legal and regulatory assistance, cooperate with stakeholders, and coordinate technical resources to draft or update social protection and inclusion legislation, regulations, and rules. S/he will provide expertise on all areas of regulation, regulatory reporting. S/he will provide on-the-job training to stakeholders as well as coordinate with and supervise all relevant deliverables in cooperation with assigned experts and advisors, ensuring adherence to the work plan and the quality of deliverables. S/he will facilitate relevant working groups/coordinating bodies to promote collaboration and work with project staff and subcontractors to integrate environmental requirements into tasks.

Qualifications and skills

• Master degree in Law.

General professional experience

• Minimum 5 (five) years of professional experience in drafting legislation for the transposition of the EU acquis;

Specific professional experience

• Minimum 3 (three) years of experience in drafting legislation in the social service and/or protection sector.
• Experience in implementation of the projects in the area of social protection in BiH, both entities and BD would be considered as advantage.

All experts must have a knowledge of written and spoken English level C1.

All experts must be independent and free of conflicts of interest in the responsibilities they assume.

Location:

Primary locations of the project are Sarajevo Banja Luka and Brčko, however the activities will also be conducted in the muncipalities where the CSW are placed (to be proposed following Incpetion report). Study visits/trainings abroad may be foreseen. The experts will be expected to spend 90% of the allocated time in the country of operation. Any work that will be required outside the country of operation will require approval, on a case by case basis, by the Programme Manager.

Start date & period of implementation:

The intended start date is April/May 2024 and the period of implementation of the contract will be 36 months from this date.
