Project Name: EU for Justice – Complementary Assistance to Budget Support and Capacity Building for Justice Sector

Overall objective is:

The overall objective (Impact) to which this contract contributes is further strengthening of the legal state, accessibility of justice and legal security for the purpose of quality and efficient protection of rights and freedoms of citizens and raising the level of trust in the judicial system.

Specific objective(s)

The specific objectives (Outcomes) of this contract are as follows:

  1. Development of legislation, procedures and practices relevant for the judicial reform agenda, such as issues of judicial independence, accountability, access to justice, judicial training and harmonisation of judicial practice.
  2. Capacity building of the Ministry of Justice and other relevant institutions to design, guide, coordinate, monitor and report on the implementation of the justice reform agenda, and/or including cooperation with CSOs;
  3. Capacity building of the Ministries and other state institutions for the assessment, monitoring and reporting on the Judiciary Development Strategy, the Action Plan for Chapter 23 and related strategies;
  4. Enhanced public visibility and effectiveness of communication of the reform measures in the justice sector;

Key expert 1: Team leader  

A key expert is to be defined and the expert must submit his/her CV and a signed statement of exclusivity and availability. The CV should, where relevant for previous project experience, contain the contact details of the project director and also of the programme manager of the Contracting Authority the project had. The key expert has a crucial role in implementing the contract. The key expert mobilised under this contract is expected to have:

  • excellent communication skills;
  • excellent drafting and analytical skills; and,
  • excellent oral and written English;

Understanding of Serbian language would be desirable.

The profile of the key expert for this contract is as follows:

Key expert 1: Team leader

General description of the position: The Team leader will have the general responsibility for the smooth running and -implementation of the project deliverables. The Team leader will be responsible for the overall realisation of the deliverables and their quality control, and for the general coordination and reporting of the project. In particular the Team leader will not only be in charge of coordinating all the components but will also be involved in the deliverables under Outcome 1, 2 and 3 of the project.

Qualifications and skills

  • Master’s or Bachelor’s Degree in Law, or equivalent relevant degree from a related field.

General professional experience

Minimum 8 years of professional experience following the achievement of the above qualification. A minimum of six years (72 months full-time equivalent) should be from working directly in the justice sector, within a Ministry of Justice or in independent public justice institutions, such as courts or prosecutors. These institutions could also have been the direct beneficiaries of the work delivered by the expert.

Specific professional experience

  • Experience of working in a public justice institution/being involved in justice sector reforms, in at least two current EU member states for at least 12 months altogether (full-time equivalent); or, experience of working in a public justice institution/being involved in justice sector in one EU member state for at least 12 months (full-time equivalent), in addition to experience of at least 12 months of working with a beneficiary public justice administration, receiving funds from the EU Instrument for pre-accession assistance (IPA)(full-time equivalent)19;
  • Experience of at least 12 months (full-time equivalent) working with enlargement policy since 2010;
  • Experience of at least 12 months (full-time equivalent) in leading projects/teams in the public or private sector.

The expert must be independent and free from conflicts of interest in the responsibilities they take on.

Location:

Most of the activities will take place in the capital of Serbia, Belgrade. However, there will be some travel required to other locations of Serbia occasionally.

In exceptional cases, the contracting authority may approve working days out of the beneficiary country based on duly substantiated written justifications.

Start date & period of implementation:

The intended start date is 1 October, 2024, and the period of implementation of the contract will be 36 months from this date.
