POSITION: Key Expert 1 – Team Leader/ Economist (minimum 660 working days)

Project description: The overall objective of the project is to enhance the competitiveness of Kosovo’s digital and traditional businesses by supporting growth of Kosovo’s ICT sector leading to growth and new job creation. The purpose of this contract is to bridge the digital and business skills gap in a sustainable manner that meets the needs of the market and increases the competitiveness of Kosovo’s digital and traditional businesses and to increase the export of Kosovar ICT businesses, and traditional businesses through the use of ICT.

Key expert 1: Team Leader/ Economist (minimum 660 working days)

Will have overall responsibility for the implementation of the project and will be the main contact point for the EU Office and the project beneficiaries;

Will be responsible for coordinating the experts’ team in all daily activities; Organising and overseeing administrative and logistic project support;

Will coordinate, supervise and assure quality with regards to non-key experts – should ensure that all experts provide high quality deliverables;

Will ensure timely delivery of the reporting and will attend the Steering Committee meetings;

Will liaise with the Beneficiary and other relevant institutions in Kosovo*, with the Steering Committee members and the Contracting Authority;

Will provide regular and ad-hoc consultations to the Contracting Authority, the Beneficiary and the recipient institutions; propose corrective measures, when necessary;

Will co-ordinate with the relevant civil society organisations, other donors and co-operation projects;

Qualifications and skills

• A university degree (Bachelor or equivalent) in the field of economics. A Master in the field of economics is considered as an advantage.

General professional experience

• Minimum 10 years of professional experience in the area of economics.

Specific professional experience

• Experience[1] in the position of team leader gained in donor-funded projects in at least 3 projects[2] delivery of business development services.
• Experience[3] in at least 3 preferably 4 projects[4] covering the field of development and/or delivery of business trainings in the EU Member States, EEA[5] countries IPA[6] (including the former IPA countries[7]) and/or ENI/ENPI[8] countries.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.
