Overall objective is:
Prepare the statistical authorities in the partner countries for future EU membership by aligning their present methodologies and practice with the statistical acquis and to integrate them into the European Statistical System.
The action will directly contribute to the increased production of acquis-compliant statistical data in the partner countries.
Key expert 1: Contract Manager (880 working days)
The contract foresees the nomination of a contract manager responsible for the overall coordination and implementation of this contract.
Scope of work:
The contract manager shall facilitate and coordinate the implementation of the project. He/she shall be, as a first priority, responsible for, in cooperation with the contracting authority, establishing the working procedures and communication with the partner countries, for supervising the project, visibility and information dissemination actions, and the preparation and submission of the periodic reports to the European Commission services. The tasks of the contract manager will consist of:
- Overall supervision of project management and coordination of all activities.
- Administrative management of the contract.
- Permanent contact with project counterparts (mainly Eurostat and partner countries).
- Coordination of the different components of the contract and experts involved.
- Revision of project activities and set up of a work plan following discussion with project counterparts.
- Liaison with the contracting authority (Eurostat).
- Monitoring and reporting.
- Quality control of the deliverables envisaged in the contract and of content of the events.
- Managing the dissemination and visibility strategy of the statistical cooperation between the EU and the partner countries.
The contract manager has to satisfy the following requirements:
Qualifications and skills
- A level of education which corresponds to completed university studies of at least 4 years attested by a diploma or at least 6 years’ professional experience in contract, budget and team management and reporting on programme implementation (these 6 years would not count towards requirement of five years of previous experience in contract, budget and team management and reporting on programme implementation under general professional experience; e.g. the person not possessing diploma has to have 11 years of professional experience in contract, budget and team management and reporting on programme implementation).
- Excellent command of English (written and spoken, equivalent to level C1 of the Common European Framework of Reference for Languages).
General professional experience
- At least five years of previous experience in contract, budget and team management and reporting on programme implementation. If the person do not possess a level of education which corresponds to completed university studies of at least 4 years attested by a diploma (required under Qualifications and skills), the required at least 6 years’ professional experience in contract, budget and team management and reporting on programme implementation diploma does not count towards this requirement of five years of previous experience in contract, budget and team management and reporting on programme implementation under general professional experience; e.g. the person not possessing diploma has to have 11 years of professional experience in contract, budget and team management and reporting on programme implementation.
- Experience during the last 8 years in management of one contract/project of at least 1.5 million EUR. Experience during the last 8 years in management of more contracts/projects of at least 1.5 million EUR will be an asset.
- At least three years of experience in management of co-operation programmes. More than three years in management of cooperation programmes will be an asset.
Specific professional experience
- Previous working experience with at least two partner countries will be an asset.
- Proven record of analytical reporting on and evaluating the outcome of projects (for example Certificate of the completion of the implementation of contracts/projects which contents/tasks involve analytical reporting and evaluation of project outcome).
The expected input for the Contract Manager is 880 working days over the project period.
Start date & period of implementation:
The intended start date is 1 January 2024 and the period of implementation of the contract will be 48 months from this date.
Location
Activities will take place in the most appropriate location as identified in agreement with the Commission and the partner countries. This will usually be in the premises of the Contractor, in the partner countries, in EFTA countries, in ENP countries or in the European Union, and for meetings with Eurostat management staff at Eurostat offices in Luxembourg. Exceptionally and with prior approval by Eurostat, an activity could take place in another country not mentioned above.
